CALL TO ORDER
Executive Director Marquette called the Business Meeting of the Maryland Elevator Safety Review Board to Order at 10:35 am. The start was briefly delayed to allow for additional board members to join the session.
ADOPTION OF THE AGENDA
The Board reviewed the agenda for the April 21, 2026, Business Meeting. Upon a motion by Mr. Danker, seconded by Mr. Meeks, and followed by a roll call vote, the Board unanimously approved the adoption of the agenda as presented.
APPROVAL OF THE MINUTES
The Board reviewed the minutes of the February 17, 2026, Business Meeting. Upon a motion by Mr. Redman, seconded by Mr. Lindsay, and following a roll call vote, the Board unanimously approved the minutes.
COMPLAINT COMMITTEE REPORT
There was no report from the Complaint Committee.
APPLICATION REVIEW COMMITTEE REPORT
There was no report from the Application Review Committee.
REVIEW OF PSI EXAMINATION STATISTICS AND LICENSE TOTALS
Ms. Mack-Boyd reports that three (3) candidates sat for the exam in March 2026 and failed (1: Accessibility Lift Mechanic & 2: Elevator Mechanic). Since the examination's inception, 92 candidates have been tested. Of those, 39 passed and 53 failed, resulting in a cumulative pass rate of 42%. As of April 1st, 2026, there are currently 1,082 active licenses and 1,048 expired licenses.
WIND TURBINE COMMITTEE REPORT:
There was no report from the Wind Turbine Committee.
CORRESPONDENCE
Luke Metzinger, Alimak Group, submitted a declaratory ruling request received April 14th. It is currently being prepared for the June Board meeting. Counsel provided a timeline, informing that the request was received on April 14, 2026, and the Board will vote on the request at the next Board meeting.
OLD BUSINESS
There was no old business to discuss.
NEW BUSINESS
Mr. Lindsay requested data regarding the number of elevator rescues performed by the fire department and inquired about the Department’s resolution strategy. Mr. Lindsay also raised concerns regarding elevators built for offshore wind turbines, requesting that the Board consider regulations for elevators built in federal or state-owned waters.
Executive Director Marquette confirmed that Sandy Lyons was approved on April 20th and will need to be sworn in.
EXECUTIVE DIRECTORS REPORT
Mr. Marquette reported that the declaratory ruling will be discussed at the next meeting. He noted that the Governor's office is sending out new appointments, with most beginning in October. A request for a Chair for Elevator Safety will be announced once confirmed.
Mr. Marquette also requested legislation suggestions from the Board for the next Legislative Session.

There was no Chairman’s Report.
ADJOURNMENT
Upon a motion by Mr. Moran, seconded by Mr. Lindsay, the April 21, 2026, meeting of the Elevator Safety Review Board was adjourned by unanimous consent at 10:49 am. The next Elevator Safety Review Board meeting will take place on June 16, 2026, at 10:30 am.
