Maryland State Athletic Commission Meeting Minutes

On Wednesday, March 18, 2026 the Maryland State Athletic Commission meeting was called to order by Chairman David Norman at 3:46p.m. Present were the following: Chairman David Norman, Commissioner Carl Wilson, Commissioner James Wilkins, Commissioner James “Binky” Jones, Sloane Kinstler, Assistant Attorney General and Counsel, Aajah Harris, Policy Director for O&P, Jason Curtis, Administrative Specialist, Olga Escobar, Administrative Officer, and Executive Director Johnston Brown, Commissioner Dr. Kristi Hall was absent. This was a virtual meeting with Commission members, Commission staff, and the public using the Google Meets platform. The meeting was recorded.

Approval of commission minutes

Minutes were discussed from the meeting of February 18, 2026. Commissioner Wilson made a motion to approve the minutes and seconded by Commissioner Wilkins. The minutes were unanimously approved.

Approval / cancellation / ratification of commission-sanctioned events

Executive Director Johnston Brown advised that Commission that the January Commission meeting was not properly constituted unbeknownst to this Commission. At that meeting, six motions were considered and he moved that they be ratified and adopted at this meeting, as it was promptly constituted. Those motions were, the approval of the minutes of the December 17, 2025 meeting, the approval of MCW wrestling events on 01/23/2026 and 01/24/2026, the approval of No Xcuse Promotions boxing event on 01/30/2026, the approval of Midget Mayhem wrestling event on 02/02/2026, the approval of ACW wrestling event on 02/06/2026, and the approval of Jeter Promotions boxing event on 02/21/2026. After discussion, a motion to ratify and adopt these motions was made by Commissioner Wilson and seconded by Commissioner Wilkins, the motion was unanimously approved by the Commission. Executive Director Johnston Brown then explained to the Commission that the February meeting was also not properly constituted unbeknownst to this Commission. He stated that at that meeting, eight motions were considered and he moved that they also be ratified and adopted at this meeting. Those motions were, the approval of the minutes of the January 21, 2026 meeting, the approval of Midget Mayhem wrestling events on 02/03/2026 and 02/09/2026, the approval of Voltage wrestling events on 02/20/2026 and 03/06/2026, the approval of Jeter Promotions boxing event on 02/21/2026, the approval of ACW wrestling events on 02/22/2026 and 03/13/2026, the approval of Ponytail Promotions boxing event on 02/28/2026, the approval of MCW wrestling events on 03/01/2026, 03/13/2026, 03/14/2026, and 03/15/2026, and the overturn result to "no contest" in the Shogun Fights 11/15/2025 match between Chris Rollins v. Micah Terrill. After discussion, a motion to ratify and adopt these motions was made by Commissioner Wilson and seconded by Commissioner Wilkins, the motion was unanimously approved by the Commission. Finally, Executive Director Johnston Brown advised the Commission that the previously approved Voltage Wrestling event on March 6th had been canceled. After discussion, a motion to ratify the cancellation of the event was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

Chairman’s report

Chairman David Norman shared his thoughts on the events at the Ponytail Promotions boxing show on February 28th. He stated to the Commission that during the event he noticed live animals at the show and suggested to the Commission that only registered service animals be permitted to be at Commission sanctioned events for health and safety concerns.

A motion to approve the upcoming MCW wrestling events on March 20th, March 21st, March 22nd, and March 28th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Flying V wrestling event on March 21st was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming ACW wrestling events on March 22nd, March 22nd, Match 27th, April 10th and April 12th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Midget Mayhem Wrestling events on March 27th and March 28th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Ponytail Promotions boxing event on March 27th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Shogun Fights MMA event on March 28th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming EWA wrestling event on March 28th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Micro Wrestling Federation wrestling event on April 8th, April 9th and April 10th was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.

New business

There was no new business discussed at this meeting.

Public comments

Boxing Promoter Christen Jeter asked the Commission for any updates on the ongoing regulatory changes being made the Commission on increased medical testing duration and the maximum rounds of boxing the Commission can sanction. She also asked if the Commission is still reviewing whether or nor the age of older fighter regulations will be increased from 36 years old to 38 years old.

Adjournment

Chairman Dave Norman called for a motion for adjournment at roughly 4:19 pm that was made by Commissioner Wilson and seconded by Commissioner Wilkins. The motion was unanimously approved by the Commission.
