Maryland State Athletic Commission Meeting Minutes

On Wednesday, April 15, 2026 the Maryland State Athletic Commission meeting was called to order by Chairman David Norman at 3:00 p.m. Present were the following: Chairman David Norman, Commissioner Carl Wilson, Commissioner James Wilkins, Commissioner James “Binky” Jones, Commissioner Dr. Kristi Hall, Counsel Sloane Kinstler, Assistant Attorney General, and, Aajah Harris, Policy Director, O&P, Andrew Friel, Director of Government Affairs, Jason Curtis, Administrative Specialist, Olga Escobar, Administrative Officer, and Executive Director Johnston Brown. Members of the public, Christen Jeter, Tony Jeter, Teresa Breen, Eric Irizarry, Chris Lytle, and Sharron Sands observed. This was a virtual meeting with Commission members, Commission staff, and the public using the Google Meets platform. The meeting was recorded.

Approval of commission minutes

Minutes were discussed from the meeting of March 18, 2026. Commissioner Wilson made a motion to approve the minutes and seconded by Commissioner Wilkins. The minutes were unanimously approved without amendment.

Chairman’s report

Chairman Dave Norman reported to the Commission that House Bill 236 passed the General Assembly and is awaiting the Governors signature. House Bill 236 is the bill extends the statutory period for valid bloodwork for contestants from 30 days to 90 days. After discussion, Commissioner Wilsom moved to amend the language of COMAR 09.14.13 D(1) from 30 days to 90 days pending approval from the Secretary’s Office to comply with the statute. Commissioner Hall seconded the motion, which was unanimously approved by the Commission.

Chairman Norman was also pleased to report that the amendment that the Commission previously adopted regarding approving additional rounds from the maximum in COMAR 09.14.06.16 from 40 rounds up to a new maximum of 52 rounds, was published in the Maryland Register on March 20, 2026. The public comment period on this proposed regulation will continue through April 19, 2026. At the May 2026 Commission meeting, the Commission can review the public comments timely submitted and may consider whether final action is appropriate.

A motion to approve the upcoming Voltage Wrestling event on April 17th was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Micro Wrestling Federation events on April 18th and April 19th was made by Commissioner Wilson and seconded by Commissioner Jones. The motion was unanimously approved by the Commission.

A motion to approve the upcoming FWA Wrestling event on April 24th was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

A motion to approve the upcoming Jeter Promotions Boxing event on April 25th was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission. A motion to approve the upcoming MCW Wrestling events on April 25th, April 26th, and May 1st was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

A motion to approve the No Xcuse boxing event on May 1st was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

A motion to approve the upcoming ACW Wrestling event on May 15th was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

A motion to approve the upcoming AWA Wrestling event on May 16th was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.

New business

There was no new business to be discussed.

Public comments

Boxing Promoter Christen Jeter suggested to the Commission that, in addition to extending the validity period of blood work, the period applicable to eye should be similarly extended to 90 days to eliminate confusion between promoters and the Commission. She also expressed her excitement at having a show at a new venue later this month.

Professional Fighter Chris Lytle expressed his desire for bare knuckle fighting approval in Maryland and offered his expertise and knowledge to the Commission if he could be of assistance.

Adjournment

Chairman Dave Norman called for a motion for adjournment at roughly 3:48 pm that was made by Commissioner Wilson and seconded by Commissioner Hall. The motion was unanimously approved by the Commission.
